It's extremely unlikely that there's an always-on light in a basement (at least not on purpose anyway). I'm also tempted to run the wiring leading to the garage right back to the breaker box so that it is on its own circuit. Check the light socket carefully for the remnants of a broken pull-string switch. Connect the new red wire to the black power wires.
